ROV idea help

Hello guys/gals.

I am new to this forum and need some help on designing a rov. What I am looking for is like the Cherokee ROV, with the manipulator arm. I don't need one that size, but I would like to have the arm on it. Let me just say this. I have no idea what to build it out of, how to make it, and how to do electronics right now (though I am a quick learner on these things). Can someone help me?

I speak from experience when I say that making a manipulator is a challenge. Our mate team has one person in charge of designing a manipulator. The complexity of the manipulator depends upon the tools you have. If you have a 3d printer or mill it will make it much easier.

Hmmmm. I don't have a 3D printer or a mill. Is there another way of doing it?

For the first year I was on a MATE team we just hacked an arm toy and sealed the motor with grease. All it took was a hacksaw and a drill

1) What is a MATE team?
2) Can you fill it with silicon for better depth?

Right now because I haven't made I think I will leave the arm for another project but I have been sketching out simple rovs.
