Looks like you're using Starboard for your frame's material. That's a nice material to work with (cuts / mills very nicely) but it's thicker than needed for the loads you'll encounter and, as someone else mentioned, you're not permitting water to pass through the frame at all. I would cut / mill away every bit of that frame that wasn't necessary for holding it together.
