I think you're reading the relay right.
Here's a link for the Seafox wiring. The COM, NC and NO are different on these relays, but you should be able adapt it to your relay.

Can you draw a picture of what you're trying to do. And maybe take a few pictures of what you've done so far. I've been thinking about a variable ballast system also.

If you go with the Velleman K8023 kit, you won't need power at your controller. The power input is on the receiver board, on the ROV. 12V.
