What's everyone using to balance their tether buoyancy?

I've threaded my cat 5 tether down the middle of a floating ski rope, it also needed some extra fishing net floats to get it to float, trouble is that if diving deep there are too many floats under water and it starts to lift the ROV.

Looks like this could work for what kenl said he did.

Disclaimer: I have not bought/used this, I just found it in my searches for information.

That's the stuff but mine is about 3/8" or 1/2"
