I found a very good website devoted to low cost ROV thruster and underwater ultrasonic beacons for ROV/AUV and underwater structures.

This website contains ROV kit, thruster, ROV controller, ultrasonic beacons and trackers, camera, lights etc. at operating depth down to 100feet.

Cool website but you can only understand about a quarter of it because it is in Chinese.
