Steerable thruster?

Steerable thruster?
I have been trying to think of a way to make a steerable thruster. Using an outrunner brushless and attaching it to a steering mechanism doesn't seem too hard but getting the steering link to seal up may be an issue. Has any one else thought of this?

you could use a dc moter with a servo horn and a push rod but it might not work

You have to waterproof the servo and the axis. The servo might be to weak to turn when working with high thrust.
