I am using 10/100 hub and usb switch on the rov, but does anyone make bouyancy-neutral cat5/6 tethers?

I don't think anyone makes a neutral buoyant network cable but you can probably find a Rov tether that would work, the only problem is they are not cheap. Last time I looked they were at least $4+ per foot.
