Thanks for the advice guys, it was originally planned for buoyancy but considering your point I may change it depending on how the weight is distributed.
Equally, I shall do some additional tests on the computer fan blades and see what sort of amps they draw.

Not sure how ridiculous this sounds, but just going to throw it out there: If you wanted to achieve deep depths, without using expensive heavily enforced pipe e.t.c. could you just eliminate all air and then use a swimming float for buoyancy? When I painted one of my fails I used enamel based spray paint. As with many others, it was a yellow which also helps with visibility. The only problem I had was when I came to paint ABS plastic, the enamel paint didn't seem to work on that without any prior treatement.
On PVC however, it worked fine!
