I'd definitely say that it's the limiting factor of your 9v battery that's producing the lower than expected 2.5 amp draw. To do the same thing with a battery capable of handling larger amperage loads you would definitely see a larger amp draw through your circuit, and possibly damage to your pump ...

Hi. I didn't see any specs posted on the battery that you are using to power your pump. So, just to point out an obvious question here; is the battery capable or producing an amperage draw greater than the 2.5 amps you are seeing? I'm guessing it probably is, but I just thought I'd ask. Yeah... your either reading/using the meter wrong or something else is amiss. 2.5 amps is way to low for a stall current. How are you hooking up the multimeter? My digital multimeter has just arrived from Amazon and I have connected it to my main motor (has the biggest prop on it and sall be used for vertical movement). Hopefully these batteries shall handle well, since my ROV is small and is mainly open framed I shouldn't need too much power. Equally, I may change my motors to some small model car style motors instead of bilge pumps to reduce the power consumption. Something similar to Steve's Mabuchi fishing bobb...
