There's a limit to USB, i think 16 ft, before signal degredation. With ethernet over Cat-anything its 100 meters, or 328 ft. Well, you could use a cheap 8-channel RC controller like a Turnigy 9X, unplug the TX unit from the back, run 2 wire DSC (direct servo control) down one of your twisted pairs to the receiver in the ROV to control the thrusters. Could you somehow flood them with mineral oil to fill the interior void, so water can't get in to do nasty things, as there is no empty space for it to fill?

I have Toyota 4x4's so i have bins full of M10x1.0tp bolts and nuts.

Delta ROV sells power/data tether. Not cheap though. Personally i just run batteries onboard. Have to swap them out occasionally, but running power down the tether is complicated and expensive. You don't want it neutral, most like to make the ROV slightly positively buoyant, so that it takes a tiny bit of constant downward thrust to maintain position. FYI, desiccant packs can be dried in an oven on low heat, and if you want to build your own cheaply, crystal kitty litter is the same material.

I used 1/4" hardware cloth (Metal screen with 1/4" or 1/2" holes) over my ducted props to keep weeds and debris out.

Also keeps fingers out of the props while on the dock or the operating table.
