OK. Are you going to power your ROV from the surface or with that 12v battery inside?
If you are going to have an onboard battery, then that battery should be fine.

The step up converter will be on the surface with your control setup. It needs 48v because of voltage drop. When you supply power through metal wire, the wire has a very small internal resistance. That Arduino Ethernet with POE board would work great, but the POE spec is 802.11af, which means you need about 48v down your cat5 to power the arduino. I am planning on having 2 of the LED's on the ROV, one on each side of the pilot camera to minimize light backscatter. I think 2200 lumens will do the trick. :)
