Thanks PaulC It looks like a tether that sends down the RC signals and sends back the video would be the best solution. It allows the use of the fairly complicated mixing of the thruster control signals at the transmitter. I'm only looking for 50' dives...... initially. Here is one approach that use...

In came across this ROV on Gabriel Garcia's web site. It is a great candidate because it is radio contolled with onboard power. A camera (FPV) with pan and tilt could easily be added. It has two motor control for up/down and left/right. Bouancy could be controlled by bladder filled/emptied by a pere...
