IR Camera with or without lights

Would an IR camera underwater be sufficient or would I need to install lights to capture video?

An IR camera may work ok up to a point but there are several variables to consider. Some IR cameras may be be both colour and B/W and will switch to black and white under low light conditions. Light levels will drop off fast the deeper you descend and depending on the clarity of the water. IMO the best bet is a very good quality low light camera and plenty of external light properly placed on the ROV to minimize backscatter. Artifical light should be in the 6000K to 7000K range and placed in a manner as to reduce particulates from reflecting light back into the camera.
