I'm answering directly to your question as my ROV has a copper-pipe frame that weighs 6.5kg (only the frame) and a total of 14kg with the motors (L1600 Johnson Bildge pumps with 8''x4 plane props), battery, cameras etc.
When I first tried it, I had the same question in my mind: "Will this thing move in the water?" The answer is YES. It moved really fine in all directions and it also reacted quite fast in changing direction or stopping when needed.
