If I remember correctly the resister makes the voltage more linear and the capacitor keeps the voltage from dropping and constant.

The Resistor and the Capacitor form a filter to attenuate (lessen) the electrical noise produced by the motor that gets to the camera.

Not quite a genius Filters are pretty basic electronic building blocks and I don't think there's such a thing as a lowly diver, I have a lot of respect for divers
I've been designing control systems for ROVs and their associated tooling for nearly 15 years now, so with all that experience you could say I know a lot about what not do when desiging an ROV

Sweet. I did notice something else about the camera though. It looks milky. The picture is bad. I can see stuff but not as good as it should be. Not sure if the longer tether did it, the cameras fried, or if the filter will cure it. Find out soon.....
