We have no idea how to waterproof rotating sockets :p. For all rotational motion, we're still using some sort of bilge motor replacement, which obviously isn't efficient.

Your screw powered arm looks great, but i'm currently having trouble envisioning how to make it without a CNC. Using a hacksaw and copious amounts of elbow grease, maybe.

Just got a CRO to look at the PWM Waveform from the arduino. Looks very dirty.

is the page you want to look at because many people introduce their ROV including some explanations how to build. Good guideline for the start. The stinger steve mentioned is also there.
