OK, so your idea is to have a ROV use a ballast tank instead of thrusters? You will still need a thruster to move forward. without some type of propulsion, all it would do is sink to the bottom. The ballast idea is an interesting one. You would need to have a can or tank of compressed air and have a lot of it to make a few dives. I don't see how you could drive around if all you have is a ballast tank and no thrusters.

The ballast tank only controls vertical motion - thrusters are still used for horizontal motion.
