So I have the piping and was going through some placement ideas, I would like to openly thank cfy7 for pointing out my ethernet splitter was unnecessary and although I haven't spliced up an Ethernet cable to run the arduino and Pi yet I will be just doing that
Otherwise the back of the ROV will house batteries and the weight should be balanced by the weight of the threaded union at the front
I will place a piece of acrylic in between the pipe and the union as the window and seal it with an oring on one side and a gasket one the other
The motor drivers will hopefully be lying on a thin copper rail that is heats inked up to the pipe wall and the rest should have loads of space anyway quick pic of the mockup so far

Looks great. Cutting and welding SS is a bit above my budget so I can't really comment except to say it looks like it will be really well-made.
