Laptop Webcam

hey
my rov hasn't even left the drawing board yet
im finding out the best camera to use.
I am on a very tight budget and was thinking of using a laptop webcam as my camera
would it work in low light conditions?
and I know they are low resolution so im going also going to mount a gopro somewhere on the rov to
look at the footage at a later date. my initial idea was to use the gopro's wifi capability to navigate the rov but it has a 5-10 second lag so I don't think it would be a good idea

webcam: external lights is extremely crucial. webcams a usually not that good in low-light condtions, but i will vary between cameras.

radio signals including wifi cannot penetrate water more than a few meters deep

Instead, I would suggest buying a CCD camera.
