Actually, depending on how many functions you want your ROV to have, you could use 1 CAT5 with relays if you wanted to.
1. Right thruster forward
2. Right thruster backward
3. Left thruster forward
4. Left thruster backward
5. Vertical thruster up
6. Vertical thruster down
7. Video feed
8. Ground
Obviously, this doesn't leave much room for expansion, but it would work. Another option would be to go with a relay board like the Vellman kit, which would give you all of these functions except the video over only two wires.
