Help with School ROV Project

I am building an ROV with my school, and we have a few questions, as we are relatively inexperienced. We were given 4 T200 Thrusters, a newton gripper, and a fishing camera ( Eyoyo Portable 7 inch LCD Monitor Fish Finder Waterproof Underwater 1000TVL Fishing Camera 15m Cable 12pcs IR Infrared LED for Ice, Lake and Boat Fishing).

We are planning to compete in two competitions. For the first, we are limited to one 12 V battery and will need to use a 15 amp fuse. For the second, we are limited to two 12 V 9aH batteries.

We were wondering what the best layout/configuration would be for the thrusters in order to make everything work out.

Not enough information.

What kind of control system are you intending to use?

Batteries topside or in the ROV?

What will the competition(s) entail? In a swimming pool or lake?

If you attach a small hook to the Newton gripper you'll still be able to pull things when it breaks.
