Tether floating devices

Has anyone found an effective way to make the tether neutral buoyant or float? If so can use please list the equipment that you used. Thanks in advance

Hello Soulreaper,
I have an idea for a tether, you can always use the more common idea of foam e.t.c. but these often become saturated with water and therefore are not effective.
My idea (although not tested) is to use toilet floats. You can buy them for about £0.50 and all you would have to do is drill a hole in both sides (big enough for the tether) and slide them along.
You then would seal the end, possibly with expanding foam e.t.c, and you have a float.

As they are not tested I don't know how well it would work but on paper it looks like it would be fine.
