ROV schematic and questions

Hi guys and gals,
I am new to this and it is my first ROV too.
I've been looking into making a tethered ROV, not very different from OpenROV.
An important difference is that I want to transfer power over the tether to be able to charge the battery while in operation.

I have posted the top-side schematic for now.

The tether will be 24 AWG pair and hopefully very long (400m).
I expect to push 3 amps of current over this tether.
The later rectified current will be used to trickle-charge a 5Ah 3S Li-Po powering the ROV.

Please comment if you think it can be improved.

I have several questions on my mind:

1. How do I generate a relatively safe AC voltage (what inverter to use).
2. How do I effectively transfer power over this tether?
3. Is it achievable to use Powerline over such distances (400m)?

I will later post the bottom-side schematic where the questions are more :roll: <><

Is this charger-regulator sufficient to control the power flow through the battery? Can this work?

There is a reply somewhere stating that 48V is considered max safe voltage underwater. If you want to calculate your voltage drop there are some formulas to use. I do not known them but solar power website have lots of info about distance and gauge calculations available. I think I even saw the formulas here on the forum.
