Miscellaneous
I want to be able to pickup a 1 kilo/2 Lb. object. Any suggestions as to what type of ROV I would need?

What about a small unit that carry compressed gas and a balloon? You leisurely drive down to the object, hook it (or whatever, function follows form...), once firmly held, inflate the ballon and let the laws of physic bring up the loot.
but a large magnet or a hook, or a simple single action gripper and a camera on a rope would be way simpler and cheaper...

I would consider a ballast dump system. Hook the object and then release ballast in 1lb increments.
