The 5000 rpm motor would be the one to use. The amperage it draws will depend on the propeller you put on it.
I would experiment with different props to see which one gives you the most thrust while keeping the draw under 5 amps.
or you could just use bilge pump motors...

if you look at the "draw, thrust, and components" thread you will find several motors that while they CAN draw plenty of amps, also make ample thrust at lower current levels. I just tested a turnigy dst700 with a graupner prop and got 2.5lbs of thrust at 6amps. It would draw more than that...

I have found that with a 108 degree lens, I don't really need pan, but I really like tilt in a dome for bottom, forward or upward scanning. A reverse camera would be nice too, maybe also in a dome and with tilt too, while we're wishing.
