It is dangerous to make a presure test with air. Because air is compressable, you will have a built in energy that can be fatal. The safest way is to lower it to the desired depth.

You don't need the balloon. The oil is not compressable, so if you don't have any airbubbles it will have the same volume 100 feet under water as on the ground.

You can use an on board battery instead of a battery on land. I have two 5000mAh LiPo batteries in my ROV. Then you can have a much thinner tether.

I would recommend to use the joystick. It's pretty easy to solder and much easier to manouver.

The easiest way is to fill it with air. :)
Just make a tank out of PVC pipe and two caps and glue it together to make it water tight.

What payload will you have in the main pipe and do you know what volume it has?
I have a similar design as you and I don't need the two floating pipes as you have. On the contrary my ROV needs ballast otherwise it will float.
