I use a GoPro Hero 3+ behind a dome like you do. But I can't get the camera to focus. I know that there was a similar problem with GoPros older housings (they used to have a small dome port) and they then changed to a flat port on more resent housings. Have you tested in salt- or freshwater?
Maybe you habe a isolation problem.
If your first test was in saltwater try freshwater. It should work better if this is the problem.

In my calculations it is 26mm resolution. (not bad!) In the Datasheet you can see the the sensitivity of 18,8 mV/kPa and the full scale Span of 4705 mV. As I unterstand the output at zero pressure is 204mV and the max output at 250kPa is 4909mV. So the sensor span on Arduino starts at 41 and ends at...
