Not sure about the rest of your wiring but it looks like the relay is connected to one of the 10 Open collector outputs - this means that the Velleman K8023 will sink current down one of these 10 outputs not supply it. Getting a 3D printer has been great to further my ROV development! So I hope your arrives soon, it is a tremendous boost to get things prototyped quickly and see how the parts fit. The parts can be made very cheaply - if one forgets the cost of the printer
