I'm hoping to do a little video on this ROV soon, once i pluck up the courage to talk on camera as i hate my own voice!

Flight cameras don't tent to like low light conditions, though you will have lighting on your ROV?
GoPro's (especially the hero 3+) aren't known for their low light capabilities, though mine does just fine with additional lighting from the ROV

you must have a small-ish set of delays in your code? (approx 100ms?) looking at the way it counts?
10 updates per second is more than enough though! i found through experimentation that anything near 200ms was far too much and prop speed changes became less fluid and more robotic.

What method are you using to increase the value in arduino?? it's a nice smooth count up and down!

Agree with Steve.
Thermal imaging cameras detect surface temp in air. Also I'd think that trying to fly with a resolution of 640x480 would be like trying to watch TV on a calculator.
Though you are on the right track I think, low light camera without an IR filter is something I'm looking in to

Welcome to the board! Ballast systems are pretty difficult to achieve. Normally used for large tracked systems, though this may be the route you want to go down?
