The increased pressure shouldn't be a problem. The longer the cable, the greater the voltage drop. Phone cable's cheap, give it a try, see what happens.

I don't think the Velleman is going to do what you want. I just sends an ON signal from the transmitter to the receiver. I use 2 of them to control 18 relays on my Seafox ROV.

Check out the Control Systems and Tethers section. A lot of builders use Arduino or Raspberry Pi.
