The IT guy you were talking to might have been talking about a portable DVR (digital video recorder). I'm not sure. Keep in mind that you will most likely have to use a transistor to amplify the current going to the relay. Most relays require more current than a microcontroller can source.

Are you thinking brushed or brushless? Most of the stuff I've found is on brushed, as brushless ESCs are so common and thus inexspensive that there is really no point in trying to build your own unless you are going for a specialty application.

Yes, you can make your own. It requires a fair knowledge of electronic theory, though. If you're interested, I've found a number of sites that I could give you links to.

I believe you actually want a low KV number, like 750 KV. If you run 3000 KV motors at twelve volts, that will be 36,000 RPM, which is high for use in water.

It seems like it would work to me as well. Sadly, I only have one "video monocular" (not sure what you would call these things?) on hand or else I could find out for sure. If you try it out, I at least would love to see the results. Trying to grab something with a manipulator is very hard ...
