Why the need for sutch powerful thrusters? Smaller motors allow you to use rc hobby parts for kort thrusters and are more efficient. If this vessel is designed for waters without current and there is no extreme time limit for the mission you could save amps and money. As for retrieving an object try...

Doesn't your pressure cooker have an overpressure blow-off valve on it already? If not you could install one where the pressure gauge was if you remove it. Not doing much good outside your hull anyway.

Turns out mag light makes a rechargeable ni-cad for their flashlights and the 6volt 4ah ones can be had for around 20 bucks. You can also find the same batterie in emergency power supply for flurecent lights if you can get to a junk yard. Find 2 and you have your 12 volt system with 8ah of capacity....
