One go-pro cam for HD-filming
LED lights (Enough Watt to use in night time)
Compass
Leak sensor onboard
Depth sensor
I have no idea on what computer to use.

IF you decide to go for this solution, I suggest to put in baffles in the tanks. This to avoid open water surface in the tanks. When you start to move the ROV forward the water in the tank will move aft. And when you stop the ROV the water will move forward. It can be a resonace and the ROV will be ...

If your ROV is neutral bouyant now, you have to combine more floaters and weights.
If it is to heavy you need more floaters

Nice design! But I suggest you to turn the jars 90 degress and put them on both sides of the motors. This to be more stream lined.

I agree that jellys are fragile, so the bilge pump is not a good thing.
Your idea with the acrylic basin and lid is the best solution. Can you test it in surface waters before you build it with the servos?
