We have been using a computer supply to power our rov in the lab and test tank with good results. On eBay you will find 12 power supplies made specifically to power LED lighting and are thinking about using one of them.

Boat blowers are somewhat airtight, Designed to keep any flammable fumes away from the arcing of the motor brushes, but are not specifically designed to be water tight at depth. Depending on the clarity of the water, inland lakes tend to have less visibility, and the minimum lighting your camera requires will drive how much light you will need. I was unable to locate the specific float you are writing about. The best method is the figure out how much your wires weigh when they are in the water and add enough floats to keep the tether neurally bouyant. Ultra sonic transmitters do not work underwater. For water use, they typically use sonar. (same is true for fish finders)
