That motor looks fine to me, you need an ESC for the motor to turn at all, it being a brushless motor. I don't know why but that is the way it is.. Just to throw another Arduino into the mix, I think my next bottom side board will be a Multiwii pro board. It has all the sensors on board and no end of inputs and outputs all for $40 or less.

I've threaded my cat 5 tether down the middle of a floating ski rope, it also needed some extra fishing net floats to get it to float, trouble is that if diving deep there are too many floats under water and it starts to lift the ROV.
