we used a 1300feet cat 5 tether with on-board batteries without any problems.

Now we use Robbe Roxxy controller. They have a very good control and adjustment for the settings.

I brushed should be waterproof under water. The motor will be damaged when running directly in fresh or saltwater. Brushless motors are the only ones which can be used directly in water.

Look for a SubConn-Distributor. Not cheap but very good.

You have to waterproof the servo and the axis. The servo might be to weak to turn when working with high thrust.
