you can build your ROV as you like. It is not essential to put a thousand sensors. If you put only the engines and the video camera, you will have an ROV, and if you put a lot of sensors, you will have a more complicated ROV to build and program.

You can not directly connect the USB output of the video camera to the CAT6 cable, you must use the so-called "Video Balums", read the publications of how to connect the video cameras that are in the forum.

For the price that video cameras have today, I do not think it is worth fixing that one, taking into account that according to the photo, you are missing the electronic control board, and several other parts.
