I bet a potted IP camera would give great results.
I've stuck a go-pro on the end of a long rod before now, and the results are amazing, even in cloudy water because you can get up close to your subject.

You could use some string if you really don't want to go down the electronic path :lol: You might want to look at Arduino, WeMos etc. They are very cheap and powerful.
