Bilge pumps are brushed, most brushless motors that you see are for RC helicopters and need ESCs. If you use relays, you will need to build h-bridge circuits using 4 relays for each motor, to get forward and backward control. Many ESCs have reverse but the ones for brushed motors are hard to come by...

If it isn't digital servo, the signal is usually just an analog signal from zero to whatever the max voltage for the circuit is. For some servos that the signal regulates speed instead of position, you could probably just turn them on and off with a relay wired to the signal port
