I am using V-Ring seals from Mcmaster Carr PN9572k31. Have only tested to 8ft so far. The smallest diameter is 1/4". I used several "telescopic" pieces of brass tubing to increase the size of the shaft. I will attach pictures if I can get them resized small enough to add.

I work for a nonprofit also. I use the Diamond VC500 One Touch video capture system which includes the video cable that attaches via USB to a laptop and software. I make my own. I use a 1/8" id piece of brass tubing then put a piece of 3/16" id brass tubing over it for strenght. Drill a hole through the tubing on both ends a use model airplane wheel collars which has setscrews. If your prop is threaded you can get a die and thread a solid piece of 1...

I wonder if you could modify a six bladed ducted fan prop. The 6 blade props have opposing blades. I'm not sure the pitch of the blades but it might be a solution.

Looks good. How difficult was it to get the Arduino to communicate with the Rasberry Pi? I have thought about a GUI front end for various monitors like depth, temperature, heading etc.... but have no experience with the Rasberry.

CAT5 is cheap and a lot of IT departments have old CAT5 they have pulled laying around and will give it away for free. I got 100ft of CAT5 from my it department.

You could make the ROV square and mount the claw to something like a jackscrew between two rails so the claw can be raised or lowered depending on what you need. The rails would keep the claw from twisting as the jackscrew turns.
