You may want to design your own H-Bridge with MOSFET transistors. That will probably help you learn the most, and it is more cost effective.

For the first year I was on a MATE team we just hacked an arm toy and sealed the motor with grease. All it took was a hacksaw and a drill

I speak from experience when I say that making a manipulator is a challenge. Our mate team has one person in charge of designing a manipulator. The complexity of the manipulator depends upon the tools you have. If you have a 3d printer or mill it will make it much easier.

In theory that would work well, as many commercial rovs use upwards of 480 volts ac. This works well in the commercial market on a 5 million machine but on a home built system that much voltage sounds like a terrible idea. As a member of a MATE ROV team we used lab view and arduino extensively as they interface well and it is simple to make a great GUI.

Don't rely on cat 5 cable to be watertight. The jacket is super easy to make a small cut in. It wont take much of a hole for a leak.
