I speak from experience when I say that making a manipulator is a challenge. Our mate team has one person in charge of designing a manipulator. The complexity of the manipulator depends upon the tools you have. If you have a 3d printer or mill it will make it much easier.

As a member of a MATE ROV team we used lab view and arduino extensively as they interface well and it is simple to make a great GUI.

Don't rely on cat 5 cable to be watertight. The jacket is super easy to make a small cut in. It wont take much of a hole for a leak.
