I've discussed their tether with Blue Robotics at length. The choice they faced was to either make the tether perfectly neutral in saltwater and slightly negatively buoyant in fresh, or slightly positively buoyant in saltwater and neutral in freshwater. It's been done, but as mentioned before, will have a fairly limited lifespan. OpenROV's use stock outrunners and recommend you flush with fresh water and lube with spray silicon after every dive. I'm sure both VideoRay and Seabotix have reps in the area, give their HQ a call to see if you can set up a demo. There's also SeaMor, an ROV manufacturer on the other side of the border in Vancouver. Last but not least, I know of several OpenROV-ers in Seattle. Give them a shout on the OpenROV forums.
