What programming do you need? For aplication on a computer or embendded systems? There is not much difference. You can measure current that flows throu DC motor. If it grab object to much, current rise. So you can use two buttons to close and to open gripper. Generator make VAC. Inverter invert VAC into VDC. VDC is use on ROV but he can still use VAC for computer (if he does).

I think they will do it. If the motor doesn't produce enough power, you shall raise the voltage to 6V or 9V.

If you insulate it very well will be fine. If you need 7A be shure that you got source (batterie) that can provide at least 10A. In that way you can prevent overheating.

You can make your own DC-DC converter from 24V to 20V or lower. It's not so hard. You can use LM2577. With good cooller it can manage up to 5A. It has 80-90% usefull efficiency.

That problem is easy to solve. Use one relay and switch. Use NC contacts on relay for power source on both relays.
